Leafeon - Ilex Forest
Glaceon - Ice Path
Just level an eevee once in those places.

Electivire can easily be called the best ele type especialy if you exclude the legendaries He is a MUST in my team as I always look for power and speed , and he is above the average in both .Not to mention the vast arsenal of moves.
