I figured I should point out some stuff:
First of all, I don't care if this gets fixed or not, as I'll never use Hyper Beam or any of its variants, being the only exception Slaking with Giga Impact.
Second, it makes sense Hyper Beam behaves the way it does right now. There's no "pretending anything" It's logic, but if you want to ignore, ok.
Third, Darky said he was okay with it, and he's the dev. I don't really care much, but just stating.
Fourth, GAME-BREAKING. Let's define thatfor this case: A feature that is considered overpowered and easily abused. Okay, so opponents can abuse you because you wasted 2 turns? Even though you already knew you were losing a turn for using it? And that you could attack twice and probably even do more damage withouth having the risk of being set up on/revenge-killed? An easy solution would be 100% accuraccy, but I can't care much.
Fifth, okay okay, Hyper Beam and its variants are usable in some situations, if they weren't I would include "mostly" before the word "useless" in my previous post. As I said before, I used Giga Impact on Slaking, it's viable in lower tiers and also Gen I competitive, as one stated, when Hyper Beam didn't have recharge turn when you KO'd a foe with it. But we're in Gen VI. Curselax obsviously will prefer Body Slam or return over Hyper Beam or EVEN Giga Impact.
Sixth, I know this discussion isn't about viability, but let's point the moves that would be affected by the change:
-Hyper Beam (the move)
-Giga Impact (physical variant)
-Hydro Cannon (water variant)
-Frenzy Plant (grass variant)
-Blast Burn (fire variant)
-Roar of Time (Dialga's signature)
-Rock Wrecker (rock variant, physical)
Except under veeeery specific situations, they suck for PvP. Would you rather win 99 battles, or make an amazing comeback in just one of them?
However, they're fine for in-game, actually good sometimes.
Seventh, okay, we won't be discussing how viable a move is or who uses it, right? So if its use won't matter, all we gotta keep is the move balanced, right? Okay, this change does make the move worse, but it's just the 10% of the time it misses. There's no HUGE difference. If you end up missing the move, and you're slower you'll still take two hits which will probably defeat you. If you're faster, you'll probably won't even want to use the same move again. If you're a NPC, does it even matter? Not for me, at least. If it doesn't, why did I write all this useless crap? I dunno man, maybe I was bored, maybe depressed, whatever...
