Not a bug Low level evolutions

I have noticed Kakunas and Metapods below lvl 7 (the lvl at which they evolve from their former evolution) in the wild or is that supposed to happen?

It's only temporary, nothing to worry about.

I remember getting a level 3 Electrode on one of the older games though ;)

Got the ol' Pokémon Gold out and after a bit of walking in the grass, I did find level 4 Metapods and Kakunas so, it may not be a bug but then again, was it intentional is the question.

Whether or not it was intentional, I liked kakunas in 2D for grinding purposes in the very early game.

- They give good xp
- They don't retaliate unless you seriously take a long time to finish the battle
- Your job is to smash the A button. Multitask if required.

They did come at lower levels, not that low, but I think it's just the way the game is coded that they come that low.
Doesn't really bother me if they come that low ;) ( Sources: I still play Pokemon Crystal regularly )

yeah, don't the wild ones not come with weedle moves so they just harden forever?

pokemon that appear in grass are in the .poke files for the maps, there is a level range for the whole map then each possible pokemon and some other things that are probably catch chance etc. So if both weedle and kakuna are in a level 2-4 area they will all be that level. You can make grass have level 1 charizards if you want.

Yep. And that's why they are good :D
I remember catching one when I first played pokemon as a kid, thinking if its evolved already it much be good! A friend at school caught pikachu thinking it'd be the most powerful and was super disappointed when he found out its just another pokemon lol, the tv lied to me!
