Could you add a new area for the safari zone. A gym, possibly? An area where you can find fighting pokemon like: Mankey, Primeape, Hitmonchan, Hitmonlee etc.

A gym....no. You can find Mankey in one of the zones I think and new zones are being added regularly. There's no way the chans will make their way into the safari zone

Mankey can already be found as dylan said in the safari zone, It can also be found in route 47 grotto.

Yes I just checked it. But can I evolve a tyrogue into a Hitmonchan or Hitmonlee if it's level 22
