Edit : You need to go to sevii islands first ( provided you already have 11 badges ), go to pewter city, and talk to the scientist.

Go north from vermilion city to route 6, through the underground path, you'll reach cerulean, from there go east till you reach the water, surf it to the power plant.

There you go, from vermilion to route 6 (through the underground path) to route 5 then to cerulean, from there east to route 9 till you reach the water, surf from there to route 10.

How Am I Supposed To Get To Pewter City I Can't Go Through Route 4
First you need to make sure you have the radio app (Press Q and try to find it there)
If you don't have it, go back to goldenrod to the radio tower and talk to the lady behind the counter.
If you already have it, go to lavender city, to the radio tower there and talk to the manager. he'll give you a card.

Ok, go back to vermilion city, and walk till you reach the snorlax, open the radio and change the channel to 20 (I think) and then press space then exit the radio then battle the snorlax
