How to get into Saffron City?

First thing is: Mods,please move this thread if it is on the wrong section.Now,the problem is that a guard is on the front of the gate that connects Vermillion City to Saffron City.And I already battled the two rockets in the Underground path that connects Vermillion City with Cerulean City,what to do?

You are not supposed to be able to enter Saffron City yet.

If you have already returned the machine parts to the power plant then go north from cerulean to Bill's grandfather's house, you'll find her there.
