Game Help select move sets for Pokemon and more

So this is a major task we need help doing since it can't be automated and needs far too much human input for us to be able to put time into it while continuing other parts of the projects.
Move sets are extremely critical to the development of a strong competitive battling community and we definitely don't want the move selections to be its downfall.

There are also other portions of the data that are either out of date or something so we will need help with that too
Here are the main portions:

TMs/HMs: By far the most complex and difficult portion of this project. There are going to be 170 TMs as well as 10 HMs and each pokemon (minus a dozen or so that cant learn most if not all TMs and will be dealt with by internal code not the data files) needs to have these set
For each pokemon and TM combination we need to decide if that pokemon can learn that TM
I have made a Google Spread sheet to help with this
Along the top are the TMs and along the left are the Pokemon
To indicate that a TM should be learned by the given pokemon mark the square green
To indicate that a TM should not be learned by the given pokemon mark the square black
if you find a TM-Pokemon Combination that is marked Green that you believe should be marked black, mark it orange
if you find a TM-Pokemon Combination that is marked Black that you believe should be marked green, mark it grey
anything marked with an Asterisk(*) has been approved by me and should not be changed
Once all spaces that should be filled in have been(blank spaces should be considered black) mark the name of the Pokemon orange pending my approval.
My approval will be changing the orange name to green(will be a mostly cursory check to make sure nothing stands out to me)
Once my approval has been given the actual list for the data file needs to be compiled and placed as a note comment on the cell with the pokemon's name

Egg move sets:
Should contain the possible egg moves from every generation
this list needs to be compiled for the data files too and I will make a sheet for it in the google doc shortly
In that sheet you can also list any contested changes you wish to list(so if you want arcanine to get hydro pump via egg move you can mark that(though I will ignore those))

Level Up movesets:
These need to be updated to gen 6 standards but also need to be checked for any obvious moves that have been left out or something.
This should require the least manual approval and thus we might automize it.

Data sheet updates:
A few people will be given edit auth on a dropbox folder with all of the data files which can then be updated for any new details as well as the new moves.

If you are interested in helping send me a PM so I can get you set up with edit auth on the google doc.
I will need to have some sense of trust towards you so I might reject some people but dont take it too personally since is is likely I just dont know you......

first two are done
third doesnt really mater atm since the Abilities are a WIP and
#4 should be covered by the updates to the data files

Since Zebstrika is in the Field egg group and can learn Flame Charge and Wild Charge, I think it should be able to inherit Flare Blitz as an egg move from Rapidash/blaziken/emboar and Head Smash from Emboar. This would make Zebstrika a vastly more interesting competitive option despite some base stat shortcomings. How should I best note this in the spreadsheet?
