If you are using a port-forwarding service, I believe Hamachi is the recommended one, then it will show up next to the hosts big....power button..thing. 9 digits. If you are using a better portforwarding service (cough, cough, moderators) like Tunngle It will be the same as your "virtual ip" after you log in on the bottom left.

Both work on any windows OS as far as I've tested. If you need help setting up a network just quote me and ask

if you're playing with someone on your LAN or you have port forwards set up like the guide in official guides subforum says you can just use your external ip address

hamachi is easiest IMO, just get people onto the same hamachi network as you and copy the host's ip from that
