From adding up the numbers of all of the Obtainable Pokèmon as well as the List of Pokémon chart. If it's BLUE or GREEN, that means you can obtain it(self-explanatory really). Add up the Pokémon that are in the blue or green and you'll get the final total of 563 Pokémon.
but I did, and still didn't get your number....
If you count all green and blue, you would get 512 which is the number of "Obtainable by catching+trading (0.53.0)" pokemon.
