Not confirmed [Indev 0.46.1] East Exit of Mahogany Town Blocked

The man that offers me Rage Candy Bar for $300 always confronts me when I try to walk past him, I've accepted and declined - I have the badge from Mahogany Town Gym and I've caught the red Gyarados (Possible problem 1) and I've cleared out Team Rocket's HQ but without attacking ALL of them (Sneaking past them, possible problem 2).

I've looked it up on the internet just to confirm and I'm wondering if the road exit east of Mahogany Town is what is called the Ice Path?

I've activated everyone in and out of Goldenrod Radiotower but that hasn't been useful
