This is less suggestion and more question, but will ledges get implemented in a way so that they aren't just little steps? I can imagine that this, if it is at all, is pretty low on the priority list, but still would be nice to know about.
If you want an actual suggestion, however, I'd suggest implementing ledges in a different way along with making it so the world map (routes, towns, etc) isn't just one flat plain with little bumps here and there. Make ledges more visible. For specifics, I'd suggest having the paths up/down ledges at a 30 degree slope, with the ledges themselves being either just a different color (if you want to be simple about it), or in a S-type shape, where it is split into thirds with a center third that is 60(not sure on the math, but something greater than 30, less than 90) degress and a third on each side that is just flat. This way, you can A: Seperate ledges from impassable rocks (they'll be both shorter and of a different angle) and B: make ledges more visible over talgrass. also, it'd be nice to have a higher view of things.
The biggest problem (and likely the reason it won't be implemented) is the difference in heights that ledges can have. The earliest example that I can think of is the end part of route 31. Here, there are three sets of ledges, one of which is clearly below the others, yet doesn't have a step back up to the other two's level.
