Not confirmed [0.45.1] Metronome not decreasing PP after use

Metronome's PP does not go down after use, it also has a chance to use Metronome which evidently does nothing.

metronome's PP does not decrease and has a chance to use metronome which does nothing

1. an intentional feature
2. Intentional to prevent crashes from the moves not being completed in the battle system
3. Probably a bug

We would prefer for you to report each bug on its own, however, 2 of these aren't bugs so I am making this a ''Metronome does not decrease PP'' thread to make it relevant.
