Well, that depends how far you are in the game. If you've already encountered the dogs Ecruteak City then yes, it's normal.
If you haven't got to Ecruteak City yet, then no that isn't normal.

Once you encounter the dogs in Ecruteak, they then wander Johto until you catch them.

Yes, Pidgey is a normal type aswell as flying, but if you are referring to Entei, then it is a fire type.

If it is anything like the original gold/silver then all damage and status effects will carry over when you meet the legendary dogs again. So best to hurt them as much as you can and stun. But you won't be doing any of that with that pidgey. Also, once you see the legendary's you can check your pokedex to see where it is in Johto.
