I helped him set up shop,Wurmple has a random nature as he will be breeding it.

Shozen would really like a Charmander,just saying.He has both of the other Kanto starters.

Well from a game standpoint, it is rare. 2-1% chance in one area.

From a community standpoint... not so much, as it IS catchable in the wild.
