Where or how do i find out how happy a pokemon is cause i looked up a place where i could and it said it was in golden rod city but when i tried looking for the place i couldnt find it so could someone tell me how i can figure it out. Thanks

Speaking to your Pokémon (the one following behind you) is a good way of knowing how they feel about you.

but how do i know if its a max happiness because i have a riolu and im trying to make him evolve

There's no clear indication, just continue to level it up/walk around with it/feed it vitamins (also Riolu can only evolve during the day, that could be an issue).

If you talk to your following pokemon and it says it wants to eat your soul, you're probably doing something wrong...

Well, if you feed them enough food and give them enough battle experience to kill anything in sight, then you should be good.
