rival staring at wall

Maybe inside the lab when you get your starter, you can see the window, and him staring through it (creepy).

If there were a window, with the way the game is setup now, you would not be able to see him since the lab and New Bark are actually two separate locations. All of the other windows in the game are simply blue and they are impossibly to see in/out of. I suppose it is possible to add an image of the rival looking in making it look like he is actually outside but scripting would have to be done so that when you return to New Bark (following giving the egg to Mr. Pokemon) the image no longer exists. I imagine that it would be a lot harder to do this than the end result is worth.

Perhaps your rival has X-ray vision and can see through walls.

I support the hypothesis that Silver might have X-Ray vision. That guy's gaze makes me uneasy.

Now we need an origin story. Why DOES he hate bricks so much? Maybe he was bitten by a radioactive building inspector and he used his brick powers for selfish ends instead of saving his parents from being killed behind an opera-house by the people they spent their lives and extreme wealth trying save from the clutches of poverty and despair.

rival was born in new bark town, as a boy he enjoyed playing around in the growing town. at age 5 his father was busy constructing a new pokemon lab for a very famous professor. they raised a pallet of bricks to move from one place to another, the pallet of bricks had not been secured properly and fallen on rival's father, luckily the bricks were still good and were used to finish the lab.

you could just put an NPC entity with his skin outside the map, the real problem is we don't have an actual window for him to look through :p
