Not a bug NPC reacting to camera angle change

When you move around with the camera in the game, the NPCs seem to face different directions depending on where you're moving the camera. Is it intended or is it a bug?

I believe that it is intended. They are not actually moving when you move, unless they were going to do so regardless of whether you moved or not. If you look at a NPC from the front and side, they will look different because they are only 2D and the image is changed based on perspective. If you have diagonal movement on and the NPCs appear to move, they still are not moving. There is just no image to be shown if you are between two points of view and therefore whichever one you are closest to viewing is shown.

yeah, NPCs are textures drawn onto a flat plane called a 'billboard', billboards always rotate to show their face to the camera, so they take on the appearance of a sprite in a 3d world. they draw the appropriate sprite based on your perspective and if it is walking
