Not a bug [0.20] Flash does damage when used in battle

Flash has two weird things, first, it'ss cataloged has a electric type, instead of Normal, and second one, it deals damage.
We need to wait nilllzz answer, maybe he made this on purpose.

yep it's made on purpose.
I always thought that Flash is a kinda useless move and since some have thrown in the idea of reducing this "HM-Slaves", I wanted to make it a bit more useful.

i used it like sand attack and smokescreen
