cuz i can get it at Route 26 withe chance of 1% at headbutt tree

no tree to headbutting ..

how can i get them ...

Maybe you are looking at the wrong water spot. ^^

There are 2 water spots...
One somewhere in the middle of the route and one all the way down.
You can see an extra place on your pokegear area map.
