Not always.
I found the Pokemon mangas to be a tad worse than the anime, and Sword Art Onlines manga was terrible. I had no idea if there was a chapter zero or something, it just threw you into reading the first boss fight.
Those are like the very few exceptions.
USUALLY it is Manga > Anime
