Pokemon are not learning new moves as they level up. I have experienced this specifically with the starters and pidgey.

Pokemon don't have many learnable moves yet.
Examples:
Cyndaquil learns Tackle at level 1, Ember at level 10 and Defense Curl at level 22.
Pidgey only knows Tackle.
Very few moves have been implemented so far. Here's a list of those currently in the game:
