Hey, I obtained the Rainbow Wing earlier and I went to the burned tower and I have no idea what to do, I can't find anything different there. Any help would be much appreciated!

You need the Rainbow Wing for the Tin tower.
But that is not yet implemented.

You will be able to get both legendaries, for now you will only be able to get one.

You'll be able to get the other wing from Kanto.

By doing the Goldenrod Team Rocket Event. When you saved the chairman he will ask questions and stuff, if you do it in a certain way (I dunno how.) you get the rainbow wing. If not, crystal/silver wing.

You'll get the other wing in Pewter City in Kanto.
