Well that depends on whether you are just training or actually using it to battle. If you plan on using it get a flame move other than ember and bite. If you have exp share evolve it and use another pokemon to aide its growth.

after you get the red gyarados scale go the place you get the egg and pokedex in the beginning.

You only need one. But you need to get the rainbow wing. Which if Pika is correct, can only be achieved post-game.
