How to get Lugia?

I was wondering if it was currently possible to catch the Lugia you see a few times. I cant go in the islands either why?

The whirl islands aren't in the game yet and thus Lugia isn't catchable yet.

The whirl islands aren't in yet? I just thought they weren't accessible due to a lack of Whirlpool HM...
My memory of exploring the whirl islands area is full of holes, though...having to avoid every trainer to get to Cainwood *shivers*

Then, since i cant get lugia, i guess i cant get HO-OH either? Or can i and i just dont remember how. (never played gold, always silver and crystal) It just so happens that I reached the 8th gym and dont know what to do. Also, is the bug catching contest in yet? im assuming its still a work in progress. I hope its done soon though, if its not already. If it is, id like to know what days its on.

We can't get ho-oh either, I have no heard of them working on the Tin Tower so.... no ho-oh.
Our progress ends at Blackthorn.
Bug Catching Contest isn't in yet, there are some difficulties with that I think.

Next update is tuesday, you better be looking forward to it.
