Yes. You need 220 friendship, though.
Every 516 steps is 1 friendship.
When friendship is: 0-99
each level rewards 5 friendship.
When friendship is: 100-199
each level rewards 3 friendship.
When friendship is: 200-MAX.
Each level gives 2 friendship.
Vitamins are planned for next update. Don't let them faint as they lose 1 friendship. ^^

Daycare increases it a little, to a certain extent. (Not sure. But doesn't reward friendship each level.)
And we have no way of knowing it. All you can rely on is talking to your Pokémon and keep leveling/walking with them.

You'll probably have to level it to 50 orsomething to make it evolve. :/ Maybe more .... Depends on how many times you fainted your Pokémon, deposited in your pc and all that stuff.

That would be my way of doing it.
A hatched Pokémon starts at 70 friendship. You'd reach 100 friendship at lvl 7. 200 friendship at lvl 40-44.
