You dont have to catch special pokemon for any other gym leader ...so yeah she is that annoyingWay to beat Whitney:
1. Catch Geodude / Phanpy.
2. Train till it learns rollout.
3. (extra addition) to be sure about your victory train till lvl 20.
4. Start battle use rollout.
If it doesn't miss you can easely defeat miltank, good luck
