i read on the wiki that tediursa was implemented if thats true where can i find one.

I don't know for sure, but try Dark Cave, that's where it was in Crystal.

I think its just Morning and Evening.

Ya you get him at dark cave. For me it was easy to get it weak but was an asshole to catch. Hint: if you have trouble getting him in ball try Moonball.
