[Indev 0.53.3] Can't find a way to Pallet or Seafoam?

So I'm on Gamjeolt, offline mode. I have all badges other than the Volcano Badge and the Earth Badge. I've defeated Team Rocket in Cerulean Cave. And I have no idea what to do next. Apologies if this has been covered before, or I'm just downright being a noob, but I have no idea what to do. It's been years since I played Silver and Gold myself and walkthroughs I've found online all seem incorrect.
Help would be graciously appreciated
