Just like the others HM's you need to have beaten a specific gym leader in order to use it, you probably just haven't beaten him yet.

thx for the reply but i only have 2 remaining gym leaders i haven't beaten but which one? I already watched videos but it seems that they only have 2 remaining gym leaders that has not been battled yet

There are 16 badges in total as of now. The last two gym leaders are Blue and Blaine. Blue can only be battled after you defeated the other gym leaders, and Blaine is on Seafoam Islands. If i'm not wrong, you can use rock climb after defeating Blaine.thx for the reply but i only have 2 remaining gym leaders i haven't beaten but which one?
