As far as a small legendary goes, Shaymin is far more adorable, not to mention OVERPOWERED with seed flare, and Mew is also cuter. Manaphy may not have a sig move, but a lot of water mover are massively powerful. Celebi is also cute and Jirachi has an epic Steel move. Plus Rayquaza can also have V-Create.

Why you no raise him? You should get Azurill then raise him up into Azumarill, Sure Azurill looks depressed in every picture but thats because he levels up at high happiness so all you have to do is tell him a good joke make him smile and boom its Marill time and then Lv 18 you get Azumarill and he is your BPFF (Best Pokemon Friend Forever) , You can Pokemance (Pokemon + Romance) The shit out of that pokemon :3
