Mont Silver

Now I have beaten Gym Leader Blue, I want to go to Mont Silver to challenge the champion Red. But at the door of the way to Mont silver in Victoria Road, a trainer looking like a fighter with a type of Shiny Charizard. This weird man doesn't move and when I talk to him he says "Soon..." :/ Can someone help me please ?
