I have not played Pokemon in years and I have completely forgotten how to get to lavender town!
I have the cascade badge and thunder badge, but those are also the only towns I have gone to, not sure how to unlock saffaron :/

There is a cave connecting Cerulean and Lavender Town near the Power Plant
