The last time I played this game (like a year ago), I obtained the rainbow wing from the director after beating team rocket in the radio tower, so when I was playing it now again, I expected to get it, but I didn't. I didn't get the silver wing either, that's why I think this is a bug, and is confusing me.

When you started to play again, was it on the same save as the one you played a year ago? Are you sure you spoke to the Director and answered all of his questions at the top of the Radio Tower?
I started fresh on online mode, and I the director didn't even approach me, after I beat the team rocket leader guy, the leader just disappears and that's it. No sign from the director whatsoever

That leader is not the director, you have to go downstairs to the locked room in the underground. The director is held hostage down there. after saving him, go upstairs in the radio tower and you'll have to answer some questions. after that,he'll give you either the wing or the bell.
I meant the leader as in the entire team rocket leader, not the executive or whoever the other person was. I did save the director in the underground. And even after the director didn't show up after beating the team rocket leader I talked to the director after the entire event and he just says something about people enjoying his program.
Fought all of them before the radio tower event, and they didn't give anything
You get the other wing later in the game.
