Is there any known way to Cap FPS?

I've searched the forums and haven't seen anything about this thus far; so I figured I'd ask. For me it's more mild framerate stuttering that I want to eliminate, the simplest way is obviously to just cap my Frame Rate and move along while preserving my in game settings/resource packs.

Framerate for me isn't a big deal as long as for me it's stable; it's part of what makes Bethesda games a pain for me because on PC even with Stutter Fixes I run in to occasional frame rate dips; so I just shrug and cap it.
