I'm trying to go to the Power plant, But i can't get through the rocky cave because of the police guard, The last thing i managed to do story-wise is find the team rocket grunt in the gym of Cerulean City
Please tell me what i need to do to progress

EDIT: I found a team rocket grunt on the bridge at route 24 But he said that the generator part was in the water in the Cerulean gym, But I don't know how to get it

Check every pool of water from the gym, and eventually you will find it.
After that, you bring the generator part to the Power Plant manager, and you will be able to progress.
