Can't Shift Pokemon in Between Trainer Pokemon?

I'm playing on the latest version of Kolben Gamemode and I recently realized that even when I have Shift Mode on, it doesn't work. I won't get the message in between trainer battles to switch Pokémon. Originally I thought it might be the Difficulty, so I put it back to 0/Easy, but that didn't seem to do anything!

Is there something that I'm missing, or is this simply not implemented yet?
