I have so many elixer/ether thanks to the random pickup. So... I don't think we are lack of it.

1. PP Up was never buyable for Poke Money, just for different kinds of Points, so it may be buyable for BP in future.
2. Same as PP Up.
3. If you mean all evolutionary stones except Everstone, then there is chance they will be buyable, but everything depends from @nilllzz and @Darkfire wishes.
