Implemented Give Torterra back its Rock Slide

Torterra should be able to learn rockslide from tm however he did not

What I expected to happen:
i expected to teach torterra rockslide

What actually happened:
it says hes unable to learn it

Steps to reproduce:
1. try to teach torterra rockslide via tm
2. it wont work
...
