A man on Johto's Route 36 will give you Rock Smash if you speak to him after clearing away Sudowoodo (which was quite early in the game).

You can also buy it at goldenrod's dept store, however, you do not need rock smash at all to progress in the game.

Do you mean the Ancient Ruins?
If so, it will let you out eventually.

It does not take people in circles. Try each ladder, one will eventually lead you in the right direction.
