its weird that the game time is going in reverse and all, i noticed it for a long time but didnt mind much
anyway is it a bug or just a work around or something?

That happens when you change the time of your computer, then save, as the time of the game relies on the computer's local time.

What you could do is: load your save at the current time, set your computer's time forward by the amount of negative time of the game's save (so about 10 hours), then save the game, close the game and then reset your computer's clock to the correct time.
Basically reverting the process that got you into this situation.

nope, i manage to put it back to zero but when i add another hour or minutes it just went back to -23 hours

And you are sure that it's counting down, as in away from 0, not towards 0?

After it reaches -0:0:0 it becomes -23:59:59.

That doesn't make sense when the number is negative, because when it's counting down, it goes away from 0.
I guess you are just confused as to what's going on and the game is actually counting up:

You see a time, as in your screenshot:
-9 : -45 : -20
then, the next second would be:
-9 : -45 : -19

it's like -19 is closer to 0 than -20.

Also, just to clear it up, this is not "weird" behavior of the game, it's perfectly reasonable, as I explained above. You changed the time of your computer and, way before the time the game saved as your starting time. So when it subtracts the start time from the current time and the current time is BEFORE your start time, there will be negative results.
The game's logic is not messing up, ultimately, your logic is.

what you should do is, load your game, change the clock way into the future then save your game, change the clock back to your real date and then launch the game.
