You can find one in the Safari zone in the lightning place. you will find Grimers, Magmars, Pikachus, Magnemites, Luxios, Electabuzz, some rare pokemon light bulb like pokemon with lighting all around it, and Porygon.

Or if you are insane about the shiny, you can try to play the elevator at the kolben tower 
the dev office moniter must be a ddos blue screen which rarely appear then one of the monitor is a 100% shiny porygon

This is a luck basis. You will need to enter the elevator, then select dev office floor.
It will then randomly select a number from ( 1 to 2000 ) and only one number will change the dev office monitor screen into a blue screen with words.
After that, you have to search the screens, probably nilllzz computer screen and one of them is a shiny porygon.
It is hard to get but you can always try out by using the elevator.

Don't need to. Just use the lift will do. It reset everytime you enter the lift.

just to clarify a few things about the BSOD Porygon:
1) you can battle it ONCE and ONLY ONCE
2) unless you battled it you are fine and it will appear when you interact with any computer monitor(showing a BSOD) in the building
3) this is only the desk monitors not the wall screens(the ones Daniel has, the huge one in the lounge, or the ones behind me and nilllzz wont do the event even though they will BSOD like the rest)
4) it is always shiny and always level 30
