Use Mean look to stop them from running- the zubat line learns it. After that, treat it the same as any other legendary. If you want to find them, try going into the route below Ecruteak. Battle one pokemon, leave the route and repeat.
If you want to trade for them, good luck.

I got one, but I think I killed the other at some point. Others have gotten both with this method.
