Is it possible to catch a Magikarp and Scyther yet? I'm not entirely sure since I'm having a hard time navigating this site to find the answer...

Magikarp? Yes.
Scyther? No. But there are multiple people who could breed one for you. (Won from the daily competition.)

The red Gyaridos at the Lake of Rage is there, so even if there aren't wild magikarp there (which I'm pretty sure there are), then at least you can breed one.

I've yet to get past the third gym, so at this point I usually work to get a Gyardos at this stage. But if that's not possible that's okay.

Well.... That might be a little troublesome.... They can, but won't since the offline saves are editable and you can cheat in Pokémon on command. We all started all over again and we made the decision to do so.
I'm sorry, but you'll have to start over to trade and the other upcoming features.
