Btw, Droich, you can only catch Phanpy at certain points of time in the game. (Night and day cycle which follows the time of your pc.)
You're quite lucky, you can find a Phanphy there at 5% chance when it is Evening or Morning. If you're fast enough, you'll make it!

Just make sure to not miss the chance to catch phanpy.
He'll be lvl 2 when you find him, it might need some training, but it'll be worth it.
(Go to the Alph Ruins and fight the unowns in there, they give 100-150 worth of xp and are only lvl 5)
I am not too sure about it myself, but I can say for sure that at 6 PM it'll be evening and it'll probably be morning at 6 AM.
I always thought that those are the times it shifts from day to evening and from night to morning.
(I could be wrong ofcourse, let Darkfire decide!)

Just kidding. Congratz! Now level him to about.... closest to 20 you think will be useful for you. He evolves at lvl 25, he'll be even stronger!
Tactic to defeat Whitney: Use Rollout on her first Pokémon so it can build up its power, it should 2-shot her snubbel, after that, she'll switch and on the third rollout it'll hit the miltank and it might 1-shot it!
