Typings don't always match what the animal is or what we expect that animal's typing to be. That's why Eelektross is only Electric, even f we'd expect a lamprey Pokemon to at least have Water on it.

Bear in mind that we're still talking about Japanese anime XD.
First of all, dragons are a bit different in Japan/Asia.
Secondly, Japanese have made odder things than this...
