Rocket Grunts stay on Route 43 after the HQ has been cleared

I just defeated Team Rocket in their HQ in Mahogany and went to the gatehouse on Route 43 to receive TM 36 from the guard. But the Grunts that demand the toll are still in there.
I don't know whether TM 36 is implemented anyway, but the Grunts should at least disappear.

I think you need to go back to Goldenrod and defeat Team rocket there first.

I checked my offline save file (Team Rocket storyline completed), there they are gone. But shouldn't they already be gone right after the Mahogany Events? I'm not sure though.

I think I forgot about them after the base
so instead I just had them stay til after the radio tower....
abit sloppy but lets pretend it was on purpose
