All Pokémons are supposed to appear at lvl 10, but they all are appearing at lvl 12. Oh... It is at Illex Forest and using Headbutt

I had a vision here... Is it because my game is at Hard Mode?? If it is, sorry about the thread.

So yea i would say it is because of the hard mode
