It's one of the 3 ways to trade pokemon in P3D (Shortened to GTS), to use it you need to reach ecruteak city > go to the pokecenter > talk to bill > then to nurse joy.
To open it, Press Q then GTS.
There are 4 options in it :
1) inbox : this is where the pokemon you traded/offered or received would be stored. (You can't Accept free pokemon from your inbox if you have a full party)
2) search : with this you can search for a specific pokemon (With specific level/nature/gender..etc) or for someone who wants your pokemon to trade.
3) Setup : with this you can make trade offers to friends (By using "Private" option, If you have them on gamejolt as friends) or just set it up in the GTS and wait for someone to accept the trade.
4) Exit : is to close the GTS
