8 is only traditional in the games, they do reference others though, such as the second d gym in saffron (fighting) since the league only allows 1 official gym per town, gym have gym wars, and psychic obviously won, in the manga and Anime a lot more gym are apparent (garry oak having 13 gym badges)

Ya, I think dark said he would add more types to the gym leader positions after the league passes the beta stage

I will confirm that since the league is only in beta I wont expand the gyms and I wont penalize gym leaders for becoming lazy in their up keep(having battle crash on you constantly gets really annoying and makes atempting not seems woth it so....)
when the battle system is much more stable and the move updates are finished we will start looking at how well people battle and start taking applications for the remaining 10 slots
also I will start making sure that gym leaders actually do their battles and allow them to be challenged for their spots

Gym buildings would be cool, with a notice board in which you apply to challenge the leader,and pvp against a gym leader is set in their gym fields.

I'm calculating other gym leader options that I thought of.I only have one that might just work:Flying Gym Leader(since I have a Rayquaza in Emerald).The Water Gym Leader option was not a good position to be at since I don't have any Lvl. 70 water pokemon.

I'm not sure If I fully understand what you just said. But Having a rayquaza in emerald does not make you more qualified to be a flying gym leader in P3D.
