I am currently in an epic battle trying to catch an Onix, but everytime I use Sleeppowder, he inmediately wakes up again. It worked perfectly fine the first time I put him to sleep (he slept for 4 turns or so), but now it's effect seems to have run off. 6 times now has he woken up inmediately, so I figure that's a bug?

I think you are just very unlucky with sleep powder... I tried it with my awesome Zubat and it's Super Sonic (which makes Pokemon fall asleep for no reason) and they slept multiple turns every time...

yeah i noticed it too, Super Sonic is supposed to make Pokemon Confuse not Sleep xD (would be a weird DeBuff)

While testing another bug I changed my Zubat's Stats so it was extremely slow. When I used Super Sonic the opponents Pidgey fell asleep but woke up immediately the next turn. The problem seems to occur when you use a move causing sleep at the end of a round... is your Bulbasaur/Bellsprout slower then Onix ?

Nope, was using a lv 16 Ivysaur versus a level 6 Onix. I used up all my pp for sleeppowder but he never slept after that.

Okay, I tried again, now battling a lv 6 Rattata (both were in Union Cave btw), and had the same thing. It doesn't depend on whether I am first or second, because the Rattata had Quick Attack and would sometimes attack before me.

First 2 times I made Onix fall asleep it worked fine, but then it kept waking up for no reason ... there definitely is a problem with sleeping.
